Dawn believed that Joe had been behind the attack, and even Billy accepted the story as the truth. That misunderstanding allowed Caleb to manipulate the people around him while quietly moving closer to his real objective.
Caleb also appeared to be helping Billy escape. He promised to arrange passports for Billy, Dawn and the children, giving them the chance to leave the village and begin again somewhere far away. To Billy, it looked as though Caleb was providing a way out of an increasingly dangerous situation.

Even though he now knows Dawn has been deceived and that Joe was not responsible for his attack, Billy chooses not to expose her immediately. Instead, he tells Dawn that he will support her and help her and the children leave.
But Caleb and Ruby have no intention of allowing that escape to happen yet.
